Funding programme

Funding is available for certain tools promoting the technological and commercial development of companies, including incentives from QREN (National Strategic Reference Framework), PRODER (Programme for Regional Development of Mainland Portugal), and RARRV (Funding scheme for the restructuring and conversion of vineyards). Support is available for the marketing of wines in third country markets, as are tax benefits through deductions for expenditures on R & D through SIFIDE (system of tax incentives for corporate R&D).


The Systems of Corporate Investment Incentives are key tools of the policies for economic promotion, particularly in terms of promoting innovation and regional development.

These instruments take on a significant relevance in the context of QREN priority “Competitiveness Factors” (“Fatores de Competitividade”), to be performed not only through the Competitiveness Factors Operational Programme (Programa Operacional Fatores de Competitividade) but also through the Regional Operational Programmes (Programas Operacionais Regionais).

Three Incentive Systems were created in consideration of the characteristics of the national business community, the need for specialised operations, the different stages of development and the degree of integration in the global market:
  • SI I&DT – The Incentive System for Research and Technological Development in Companies (Sistema de Incentivos à Investigação e Desenvolvimento Tecnológico nas Empresas), is aimed at strengthening the national efforts in R & TD and at creating new knowledge geared towards increasing the competitiveness of companies and promoting cooperation between companies and entities of the Scientific and Technological System (SCT(STS));
  • SI Inovação – The Incentive System for Innovation (Sistema de Incentivos à Inovação), is aimed at encouraging innovation in business through the production of new goods, services, and processes that support the progression up the value chain and strengthen the presence of these goods and services in international markets, and encouraging qualified entrepreneurship and structuring investment in new areas of potential growth;
  • SI Qualificação PME – The Incentive System for the Qualification and Internationalisation of SMEs (Small and Medium-Sized Enterprises of Portugal) is aimed at promoting the competitiveness of SMEs through increased productivity, flexibility and responsiveness and an active presence in the global market.

In a matrix rationale, the support provided by Incentive Systems (Sistemas de Incentivos) is enhanced through complementary strategic tools, including the territorial or sectorial-based Collective Efficiency Strategies (Estratégias de Eficiência Coletiva de base territorial ou sectorial) or Class Actions (Ações Coletivas).

Funding scheme for the restructuring and conversion of vineyards

The Funding scheme for the restructuring and conversion of vineyards (RARRV) has enabled growers to modernise vineyards. Varieties that enhance the quality of the final product (the wine) are preferentially used.

Supporting the marketing of wines in third country markets

The aim of this assistance is: to establish a coherent and effective marketing strategy in third country markets, giving traders the chance to explore new markets and strengthen their presence in others; to increase the penetration of wines with Denomination of Origin (DO) and wines with Geographical Indication (GI) from Portugal; to position Portuguese wines at a level of recognised quality corresponding to a medium, medium-high and high price segment, increasing the added value of exports; to combat the progressive and strong competition from the New World countries in markets previously dominated by European wines and new strategic markets and to contribute positively to the growth of exports of Portuguese wines.

SIFIDE (System of tax incentives for corporate R&D)

SIFIDE aims to grant tax incentives for corporate R & D activities in support of companies wishing to boost their investments in research and development.
